Norton was in a home with 9 other dogs both big and small. He was surrendered to the shelter when his owner died and no one to care for their dogs. All of the dogs had been quite neglected and severely undersocialized. He needs a patient owner that will help him learn that he is safe and give him the appropriate time and space to relearn social skills. He should be in a quiet home with other small dogs to help him learn confidence.
